About the Notice

The board of the Scientific Professions Syndicates Complex in Aleppo, through the Engineers Syndicate in Aleppo, has issued a first-time call for bids for a project to design, build and operate a five-star hotel under a (BOT) arrangement. The notice is based on board decision No. /2/, issued in session No. /8/ on 29/9/2026.

Bids are to be submitted according to the project's special conditions booklet, which sets out the documents and requirements expected from applicants.

Site and Scope of Work

The project is located in the western, southern and eastern parts of property No. /9352/ in Aleppo's Fourth Real Estate Zone (University Roundabout), the plot known as "Wardat al-Shahba".

The work required of the successful bidder covers the following stages:

• Completing detailed and executive engineering studies, including review.
• Obtaining the necessary licences.
• Carrying out construction, finishing and fit-out works.
• Operating the facility, then returning it to the management at the end of the term.

Execution and Operation Periods

The execution period is set at three years from the date of the commencement order. It covers licensing, the executive file and the full implementation of the project works.

The operation period is /27/ twenty-seven years, starting immediately after the three-year execution period ends. The overall contract term is therefore thirty years, three for execution and twenty-seven for operation.

Bid Envelopes and Opening Stages

Each bid is submitted in three envelopes specified in the special conditions booklet: legal, technical and financial.

The legal bids are opened first to determine which bidders are accepted, and the technical bids are then referred to the specialised committee. The session for opening financial bids will be announced at a later date, according to the notice.
