Tender Subject

The Presidency of Aleppo City Council has announced a sealed-envelope tender for cladding of asphalt jackets (qumsan zaftiya), tiling and kerb backing works around Halawaniyah Market and in front of Al-Kifah School. The tender is issued for the first time under the expedited procedure, in the specialty of second-class roads.

Value and Duration

• Estimated value: SYP 20,584,920 (twenty million, five hundred eighty-four thousand, nine hundred twenty Syrian pounds).
• Execution period: 60 days.
• Funding: payments are made from the allocations in the 2026 budget.

Guarantees and Conditions

• Preliminary guarantee: 5% of the estimated value.
• Final guarantee: 10% of the total contract value, to be paid by the contractor within 15 days of notification of the award, without prior warning, failing which the preliminary guarantee is forfeited.
• Delay penalty: one per thousand (0.001) of the total contract value for each day of delay.
• Warranty period: one full year from the date of the provisional handover record.
• If a bid includes partners, all partners must submit the provisional and final guarantees among themselves.
• The nominated contractor remains bound to its offer for 160 days from notification of the award, and the bidder for 20 days.
• The contractor bears all advertising fees, however many times the notice is published.

The deadline for submitting bids is the end of official working hours on Wednesday, 11 November 2026. Bids are opened at 12:00 noon on Thursday, 12 November 2026, at the Financial Affairs Directorate of Aleppo City Council.
