The Presidency of Aleppo City Council has announced a sealed-envelope tender, issued for the first time under the full-speed procedure, for asphalt jacket lining (talbees qumsan zaftiya), tiling and edging (radif) works in the city centre, in the Bustan al-Qasr and Kalasa area. The tender is held at the council's Directorate of Financial Affairs.

Scope of the Tender

The project covers surfacing, tiling and edging works in the specified area. The required specialisation is classified under the "excellent roads" category.

• Estimated value of the bill of quantities: SYP 36,992,020 (thirty-six million, nine hundred and ninety-two thousand and twenty new Syrian pounds).
• Execution period: 60 days.
• Warranty period: one full year from the date of the provisional handover record.

Bonds and Penalties

• Initial bond: 5% of the estimated value of the bill of quantities.
• Final bond: 10% of the total contract value.
• Late-delivery penalty: 0.001 (one per thousand) of the total contract value for each day of delay.

The contractor must pay the final bond within 15 days of being notified of the award, without need for a warning, failing which the initial bond is forfeited. If a bid includes partners, all of them must jointly provide the provisional and final bonds.

Dates and Validity Periods

The deadline for submitting bids is the end of official working hours on Wednesday, 11 November 2026. Bids are opened at 12 noon on Thursday, 12 November 2026.

The nominated contractor is bound by its bid for 160 days from notification of the award, while a bidder's own commitment period is 20 days.

The supporting documents required are those set out in Law No. 51 of 2004. The specifications book and file can be reviewed at the Contracts Division during official working hours.

Payment will be made from the allocations designated in the 2026 budget, and the contractor bears all advertising fees, however many there are.
