The Presidency of Aleppo City Council has announced a sealed-envelope tender for asphalt surfacing layers, tiling and associated works in the Al-Sakhour neighbourhood. The notice is issued for the first time under the fast-track procedure, and the tender is held at the Directorate of Financial Affairs at 12:00 noon.

Project Details

• Project: asphalt surfacing layers, tiling and associated works in Al-Sakhour.
• Estimated value: SYP 13,988,490 (new Syrian pounds).
• Execution period: 60 days.
• Required specialisation: third-class roads.

Key Dates

The deadline for submitting bids is Wednesday, 11 November 2026, until the end of official working hours. Bids are opened on Thursday, 12 November 2026 at 12:00 noon.

Bonds and Warranty

• Initial bond: 5% of the estimated value.
• Final bond: 10% of the total contract value.
• Delay penalty: 0.001 (one per thousand) of the total contract value for each day of delay.
• Warranty period: one full year from the date of the provisional handover record.

Contract Conditions

If a bid includes partners, all partners must jointly provide the provisional and final bonds. The contractor must pay the final bond within 15 days of being notified of the award, without a further warning, otherwise the initial bond is forfeited.

The nominated contractor remains bound by the bid for 160 days from notification of the award, and a bidder is bound for 20 days. Payment follows the allocations in the 2026 budget, and the contractor bears all advertising fees, however many times the notice is published.
