Tender Subject

The Presidency of Aleppo City Council has announced a sealed-envelope tender, issued for the first time under the full-urgency procedure, for asphalt jacketing, tiling and edging (radif) works in the Maidan district. The works fall under the second-class roads specialisation.

The tender is held at the Directorate of Financial Affairs of the council, and bids are opened at 12:00 noon.

Value and Duration

• Estimated bill of quantities value: SYP 20,584,920.
• Execution period: 60 days.
• Funding: payment is made from the appropriations allocated in the 2026 budget.

Guarantees and Warranty

• Initial guarantee: 5% of the estimated value.
• Final guarantee: 10% of the total contract value.
• Late-delivery penalty: 0.001 (one per thousand) of the total contract value for each day of delay.
• Warranty period: one full year from the date of the provisional handover record.

Contractor Obligations

Where a bid includes partners, all partners must jointly provide the provisional and final guarantees among themselves.

The contractor must pay the final guarantee within 15 days of being notified of the award, without a prior warning, failing which the initial guarantee is forfeited. The nominated contractor remains bound by its offer for 160 days from notification of the award, while a bidder is bound for 20 days.

The contractor also bears the full cost of tender advertisements, however many times they are published.
