The Presidency of Aleppo City Council has announced a sealed-envelope tender, issued for the first time under the accelerated procedure and held at the Financial Affairs Directorate at 12:00 noon. The tender number is 106816.

Tender Subject

The project covers asphalt jacket lining (talbees qumsan zaftiya) together with tiling and edging (radif) works along the corridor from Al-Firdous traffic lights and the vegetable market to Karm Al-Daadaa Al-Madaris in Aleppo. The required specialisation is third-class roads.

Value and Duration

• Estimated value: SYP 12,560,660 (twelve million, five hundred and sixty thousand, six hundred and sixty new Syrian pounds).
• Execution period: 60 days.
• Bid submission deadline: end of official working hours on Wednesday, 11 November 2026.
• Bid opening: 12:00 noon on Thursday, 12 November 2026.

Payment will be made from the allocations set aside in the 2026 budget.

Guarantees and Penalties

• Initial guarantee: 5% of the estimated value.
• Final guarantee: 10% of the total contract value.
• Delay penalty: one per thousand (0.001) of the total contract value for each day of delay.
• Warranty period: one full year from the date of the provisional handover record.

Contract Terms

If a bid includes partners, all partners must jointly provide the provisional and final guarantees. The contractor must pay the final guarantee within a maximum of 15 days from notification of the award, without a prior warning, failing which the initial guarantee is forfeited.

The nominated contractor is bound to its offer for 160 days from notification of the award, while a bidder is bound for 20 days. The contractor bears the full cost of all advertisements, however many there may be.
