Al-Furat University has announced a sealed-envelope internal tender, for the second time, to carry out maintenance and rehabilitation works on its Commercial and Agricultural Institutes complex located in Deir ez-Zor. The tender follows the technical, legal, and financial specification books prepared for this purpose.

Project Scope and Duration

The project covers maintenance and rehabilitation works for the buildings of the university's Commercial and Agricultural Institutes complex, to be completed within a set period of 75 days from the commencement date.

Estimated Value and Bonds

The university set the estimated value of the works at 3,324,030 new Syrian pounds, while the required initial bond for applicants stands at 167,000 new Syrian pounds. The university also requires a final guarantee of 10% of the awarded contract value, in addition to a delay penalty of 0.1% for each day of delay in execution.

Eligibility and Participation Conditions

• The applying contractor must be classified with the Ministry of Public Works and Housing, under the fourth category for building works, per Resolution No. 2828 of 2021.
• Every bidder must attach a notice of the file fee value with their bid, otherwise the bid will be rejected.
• The announcement is subject to Law No. 51 of 2004 and its amendments, and the general conditions book issued under Decree No. 450 of 2004.

Submission and Opening Date

Bid submission continues until Monday, September 7, 2026, at 3:00 PM, and envelopes will be opened the following day at the university presidency headquarters. Interested parties are asked to contact the university's Contracts Department to review and obtain the tender specification books.

Bids must be submitted in sealed envelopes, accompanied by supporting documents, the initial bond, and the financial offer, to the university presidency office, by the end of official working hours on Monday, September 7, 2026, at 3:00 PM. Envelopes will be opened the following day at the university presidency headquarters.

• The contractor must be classified with the Ministry of Public Works and Housing, fourth category buildings, under Resolution No. 2828 of 2021.
• An initial bond of 167,000 new Syrian pounds must be paid.
• A legal stamp fee of 1,000 new Syrian pounds must be affixed to the participation request, paid at the finance directorate.
• Tender documents cost 2,000 new Syrian pounds, payable at the finance directorate, and are available from the Contracts Department.
• Bidders remain bound by their offers for 90 days from the envelope opening date.
• The final guarantee is 10% of the award value, and the delay penalty is 0.1% per day of delay.
