The Technical Services Directorate in Daraa has announced a domestic tender under the fast-track procedure, using sealed envelopes submitted by the bundling or download method, for road construction and rehabilitation projects across Daraa governorate. The tender follows the special technical, financial and legal conditions books and the bills of quantities and prices.

Projects Included

The tender covers ten projects. Each is listed below with its estimated value in new Syrian pounds and its execution period as shown in the table (the notice does not state the unit of the period):

• Service link road in Al-Shara'a, 130 m long: 273,000, execution period 4.
• Service link road in Al-Shara'a, 300 m long: 567,000, execution period 6.
• Service link road in Al-Shara'a (western district), 300 m long: 420,000, execution period 6.
• Link road from Sheikh Saad to Khirbet Jenin: 2,100,000, execution period 12.
• Link road in Sha'ara, 200 m long and 4 m wide: 336,000, execution period 5.
• Paving of the Bir al-Khawabi road in Daraa, 2 km long and 5 m wide: 14,000,000, execution period 15.
• Rehabilitation of the Aqraba to Kafr Shams road, 9.3 km long and 10 m wide: 10,000,000, execution period 6.
• Rehabilitation of the Busra to Bird road from the Busra Corniche junction, 1.5 km long and 10 m wide: 4,000,000, execution period 3.
• Rehabilitation of the Jubaiyliya junction to Al-Sakriyya road, 5.4 km long and 5 m wide: 8,000,000, execution period 4.
• Rehabilitation of an agricultural road from the western transformer to the agricultural airfield in Al-Najih, 1 km long and 5.5 m wide: 9,290,000, execution period 15.

Guarantees and Financial Terms

• Initial guarantee: 5% of the estimated value of each project.
• Final guarantee: 10% of the award value, payable within ten days of the tender being awarded.
• Late-delivery penalty: one per thousand (0.001) for each day of delay.
• Bid validity: bidders and the nominated contractor remain bound by their offers for 150 days.
• Tender file price: 1,000 new Syrian pounds, paid against a financial receipt.

The initial and final guarantees may be provided as a certified cheque, a bank guarantee or a bank transfer.

Dates and Legal Framework

The deadline for submitting offers is 3:00 pm on Monday, 2 November 2026. Offers will be opened at 10:00 am on the following day.

Matters not covered by the notice are governed by Law No. 51 of 2004 and its executive regulations, and by the General Conditions Book issued under Decree No. 450 of 2004.
