
Syria's Ministry of Economy and Industry announced on 29 April 2025 the signing of an industrial partnership agreement between Al-Hassan Holding Group and China's Jiangsu Pengfei Group, concluded in the People's Republic of China. The agreement provides for the establishment of an integrated cement and clinker production facility in Raqqa governorate, in line with a government-led drive to revive strategic industries and reduce dependence on imports.
According to the announcement, the plant is designed to produce 7,000 tonnes of cement and 5,000 tonnes of clinker per day. The project is expected to be completed within two years. A delegation from the Chinese company is scheduled to visit Raqqa governorate next month to finalise preparations and initiate the implementation phase.
The project was launched under government directives and the patronage of Raqqa Governor Abdul Rahman Salama, as part of broader efforts to develop the governorate's industrial base. In March, Minister of Economy and Industry Nidal Al-Sha'ar and his deputy Basil Abdul Hannan met with the governor to discuss the state of the industrial and artisanal sectors, reaffirming plans to establish an integrated industrial city and an organised artisanal zone in the governorate.
According to the official statement, the plant is expected to help meet local market demand for building materials and support infrastructure rebuilding projects in the post-conflict phase. The project is also expected to generate hundreds of jobs for specialised Syrian workers, facilitate industrial knowledge transfer, and support the localisation of heavy industries through national participation.
Jiangsu Pengfei Group is a Chinese manufacturer of cement equipment and complete production lines, specialising in the design, manufacture, installation, and commissioning of cement plants with daily capacities of up to 8,000 tonnes. The group has delivered projects across multiple international markets and operates as a full EPC (Engineering, Procurement and Construction) contractor in the cement industry.
The agreement was signed between Al-Hassan Holding Group, a Syrian company, and China's Jiangsu Pengfei Group, and was concluded in the People's Republic of China.
