About the project

The project concerns the rehabilitation of the Aleppo Thermal Power Plant in Aleppo Governorate. The plant has five generating units and a capacity of about 1,100 MW when all units operate.

Current status

  • Units 1 and 5 have been rehabilitated; only Unit 1 is currently running.
  • The plant's current output is estimated at about 200 MW.
  • Units 2, 3 and 4 require rehabilitation and maintenance.

Scope, cost and timeline

  • Studies have estimated the cost of rehabilitating Units 2, 3 and 4 at about USD 120 million.
  • Rehabilitating Units 1 and 5 cost about EUR 123 million.
  • Rehabilitating the three units is estimated to take 18 to 24 months from project handover and the start of the contract.

Design and financing

The plant is designed to run on about 75% natural gas and 25% fuel oil; limited gas supply currently means greater reliance on fuel oil. Saudi Arabia financed about 67% of the plant's construction in the 1990s.

These figures are based on a statement by a former energy-sector director and expert published by Al-Watan on 4 November 2026.
