Syria and Kuwait Agree on Joint High Coordination Committee and Business Council

Official Talks in Kuwait City

Syria and Kuwait agreed on Monday to a set of bilateral understandings during official talks held by Syrian Foreign Minister Asaad Hassan al-Shaibani in the Kuwaiti capital. Al-Shaibani was received upon arrival by his Kuwaiti counterpart, Sheikh Jarrah Jaber Al-Ahmad Al-Sabah, in what was described as a formal working visit.

According to the Syrian Arab News Agency (SANA), the discussions covered political, economic, and investment cooperation, and resulted in an agreement to develop new frameworks for strengthening relations between Damascus and Kuwait.

A Joint High Coordination Committee

The most significant outcome of the talks was the agreement to form a joint high-level coordination committee, to be co-chaired by the two countries' foreign ministers. The committee will be responsible for coordinating shared cooperation files and monitoring the implementation of understandings reached between the two governments.

The two sides also agreed to reactivate existing joint committees, strengthen diplomatic coordination, and complete the procedures for exchanging ambassadors, with the aim of elevating the level of official engagement between the two capitals.

Business Council and Economic Cooperation

The understandings also included the establishment of a Syrian-Kuwaiti business council, alongside plans to activate cooperation between the two countries' chambers of commerce and business associations. This framework is intended to encourage investment flows and expand bilateral trade and economic exchange.

During the talks, al-Shaibani reaffirmed Syria's support for Kuwait's sovereignty and its condemnation of any aggression targeting Kuwaiti territory or the member states of the Gulf Cooperation Council.

Trajectory of Bilateral Relations

The talks come within a broader pattern of mutual official engagement between Syria and Kuwait in recent months. The most notable milestone was Syrian President Ahmad al-Sharaa's visit to Kuwait in June 2025, during which he met the Amir of Kuwait, senior officials, and representatives of the business community.

Al-Sharaa, accompanied by al-Shaibani, held extended discussions with Kuwaiti officials and also met members of the Syrian expatriate community in Kuwait, as part of ongoing efforts to consolidate political and economic relations between the two countries.
