
Syria's General Housing Establishment, operating under the Ministry of Public Works and Housing, has jointly launched the Abyat Hills project in the Qudsaya suburb of Rif Dimashq in partnership with Saudi Abyat Investment and Real Estate Development Company. The launch follows the completion of all technical and detailed studies and the conversion of an earlier memorandum of understanding into a full contractual agreement.
Minister of Public Works and Housing Mustafa Abdul Razzaq attended the foundation-stone ceremony and noted that the project was among the agreements signed under the patronage of President Ahmad al-Sharaa at the Syrian-Saudi Investment Forum.
The project is located in the E3 zone of Qudsaya and covers a total area of approximately 380,000 square metres. It comprises around 2,000 residential units with a combined capacity of roughly 10,000 residents, and is scheduled for completion within four years.

Minister Abdul Razzaq stated that the project's launch reflects growing investor confidence in Syria's business environment, describing it as a pivotal step in advancing urban development, stimulating the construction sector, and generating employment opportunities. He added that additional projects are being prepared intensively and will be announced in sequence once their technical, regulatory, and legal procedures are finalised.
Abyat is simultaneously developing a second major project in Syria, the Modern Urban Complex, situated in the Al-Bajaa area of Rif Dimashq. That development spans up to 6 million square metres and encompasses approximately 20,000 real estate units, with an eight-year implementation period, making it one of the largest urban projects currently proposed in Syria.
